There is beach area on the Providence River near Crescent Park that one could pull a small boat up onto and walk across the street to the carousel. You would walk up to Rose Larissa Park from the beach and cross the street. There is also a public access area in Bullock's Cove that you could also use. You could beach the boat in the Cove and walk up Carousel Drive to the carousel. Either way would work and be an easy 5 minute walk and well worth the trip.
