The game is obviously an endless grind game where to top content (Greater Rift 150) is only achievable after hundreds of hours of gameplay on a single character to get all necessary gear and stats needed to even attempt it.

If you're on console (which i assume is the case) , then "base game" means Diablo 3 + Reaper of Souls expansion - there's no way of getting the vanilla D3 except x360/PS3. That's all you need to enjoy the entire content, except the DLC class. Eternal Collection only adds the necromancer class which you can also buy separately later.
