11/8/12. #5. Feathers don't grow after they mature. They molt out (drop/shed) old feathers and new feathers grow in to replace them. Generally if a clip is done, its when the new feathers are mature and have stopped growing. So this is why it doesn't look like they are growing. They will eventually molt out and be replaced by new ones.

For now, get a cotton ball or cloth and soak it in warm water then press it against the formula that is dry for 5-10 seconds , then gently wipe it away. Soak and repeat. Don't pick it, it will pull feathers and it will hurt. Be patient, go slow and gentle. Good luck.

I recently found a great deal on a Ion-flex duo clean x2 cordless and it does a great job grabbing just about anything Dobby drops on the floor in his favorite areas, vinyl or carpet. I'd think any of their vacs with the duo clean head system corded or cordless would work great for you.
