A pair of jiffy hinges, one set of micro registration, 1 diy vacuum table and a couple of screens 500 usd more than enough. Besides I also think that for exterior use screen printing inks might outlast solvent inks.

Using light colors work best for this, Light brown for example, as it will not how through white fabric etc. You can have a white underbase if you like. Depending on the method used this may have a bit heavier hand, but not much.
