Majora's Mask is not OoT 2, is a different game reusing assets. So, I think Super Mario Galaxy 2 tells to me exactly what we are going to expect: more Super Mario Galaxy.

But the titles of Mario games have always been largely arbitrary; Mario 2, Mario World 2, Mario Land 3, etc., it's more about marketing and localization than any deep meaning behind what gets to be a numbered title and what doesn't.

The difference being that Galaxy 2 had far more of them than the first game, so I guess in that sense, yeah it was more difficult, but artificially so. I hated the prankster comets to be honest.
