Well 3-6 damage is fine, Vexing devil is inside of that, but the difference you force people to burn a card to stop him. That means they have one less answer for later guys like hellriders. Because vexing devil effectively kills himself, your opponent gets to keep that card and save it for something else.

When that ability resolves, you follow the instructions written on that ability: Each opponent (in turn order) chooses wether or not to have Vexing Devil deal damage to them or not, if at least one of them chooses to do so you sacrifice Vexing Devil.

Giving your opponent a choice is obviously bad; whichever of the two options you are offering is the easiest for him to handle is the one he chooses. If he has an overwhelming board position but is at very low life, he'll give you a 4/3.
