Confederates from other states had to get special permission to return home. Kentucky had proscriptions on civil rights on returning CSA veterans but those were rescinded at the end of 1865.

I believe that Maryland and Missouri abolished slavery during the war, but what happened in Kentucky? I pretty sure the KY slaves, on hearing how their brethren were freed in the wake of Union advances, didn't remain loyal and content to stay with their masters.

The large blank areas hardly had any enslaved population at all. There simply was not a large enough slaveholding population to vote for secession. That was certainly the case in Maryland. Link:
