Privatefirewall and Outpost on default settings has advanced HIPS components disabled, so the reviewer should have enabled them.

You can try each one of them and see which works best. There is another free firewall software called GlassWire and I am unfamiliar with this firewall.

If you want a good firewall, ZoneAlarm is excellent, but if you are looking for a set of tools together (HIPS, Sandbox, Killswitch), then choose Comodo. Of course, you can also use ZoneAlarm, Sandboxie and Process Hacker, or similar software.
