In 1989 the Sunday Times brought Charles Murray to Britain to investigate whether Britain had an ‘underclass’. In his article, subsequently published in book form as The Emerging British Underclass, Murray described himself as a visitor from a plague area who had come to see whether the disease was spreading.
There is a distinction here between networks of interlinked, overlapping and mutually supportive relationships - involving marriage, family, neighbourhood, work, school and recreation - and social structures which are more like a pile of bricks, disjointed and divided.

underclass was brought into being by the ‘incentives to failure’ set by an over-generous, postwar welfare state (Murray, 1984). As in the US, British criminal justice and welfare systems have ‘seduced people’ into negative social behaviour and immoral outlooks (Murray, 1990: 71).
