Live Albums only: Google Photos tries to select the best photos from these albums. All albums: Google Photos tries to remove photos with poor image quality or near duplicates. To turn off curation for these albums, set "Personal photo curation" to Live albums only. Your Favorites: Google Photos doesn't curate these photos.

Back up photos & videos - Computer - Google Photos Help
If you remove a photo or video from Google Photos, it isn't removed from Google Drive or your computer. We recommend you back up photos and videos to Google Photos. Backing up to both Google Photos and Google Drive stores copies of the photos and videos in Drive. This can slow your upload time and uses more storage.
